A duffel counts as a personal item only if it fits the airline’s under-seat limit — 9 × 10 × 17 inches on United, 18 × 14 × 8 on American and 17 × 13 × 8 on JetBlue, or roughly 25 to 33 liters. “Personal item” labels vs. airline limits
Brands often call a bag a personal item based on how most passengers use it, not on the strictest airline’s sizer. Here is how some of those claims compare with the published limits:

None of these brands is necessarily wrong — many under-seat spaces are bigger than United’s box, and Delta, Southwest and Alaska do not publish a size. But if you fly United or a budget airline that checks bags at boarding, go by the airline’s numbers, not the product page.
Why most garment bags are carry-ons
Airlines treat garment bags as cabin bags, not under-seat items. Southwest lists a garment bag as an example of a carry-on, Allegiant and Avelo do the same, and American has a carry-on rule specifically for soft-sided garment bags of up to 51 inches in total dimensions. - American, Delta, JetBlue, Southwest and Alaska: the lowest fares still include a carry-on, though American Basic Economy boards last, when bins may be full.

- Start from the strictest airline you fly. If that is United, look for 17 × 10 × 9 inches or less.
- Prefer soft sides that can give a little when the space is tight.
